I didn't see any change in 3.16.5 about export chinese pdf.

I fix it , in the "frxPDFFile.pas" , you can change "WriteLn(Stream, IntToStr(FStartXRef));" to "WriteLn(Stream, IntToStr(FStartXRef+1));"
