Create Fr3 file by code

Hi , I Use Fastreport 3.5 and delphi 7 . I want to write program that user can create a fr3 file for his report .
I can create default report for his and user design it . but i want user can create a report file by any name that he like it .

    Just include the fr designer component in the app.
    a simple call to designreport will allow the user to design his own reports.
