tfrxPictureView image size too heavy -> pdf export without image

I've got a Report with a tfrxPictureView that includes an image. It is exported with tfrxExportPdf. When the image is small (let's say A5) it is included in the .pdf file (resulting file has size 80 kb). When the image is (too) large it is omitted from the .pfd file, i.e. the resulting .pdf file is only 10 kb and image is not displayed anymore.

The above, i.e. image is not included when too large, happens when users prepares this report on a Terminal Server.
When they do the same on a normal Win 7 PC the large image is included in the .pdf and can be displayed.?????

It looks like there is a limit based on system resources.
What systemresources should I think of that may be this can improved on Terminal Server?

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
