Recompile FR 4.12 in Delphi XE2

Hi.
I have translated FR into Norwegian and I am now re-compiling the dpk files to get the new language active.
I have followed the instructions in the install.txt file to do this.
At point 3.1 in the install.txt instruction I am told to recompile the packages.
However, when I come to the frxIBX16.dpk file the compiler stops with an error:
"[DCC Fatal Error] frxIBXRTTI.pas(22): E2225 Never-build package 'fsIBX16' must be recompiled"
The frxIBXRTTI.pas file is shown in the editor and I get a red line on line 22 under the unit name "fs_iibxrtti" and the hint tells med that the unit name can not be resolved.
Please tell me what to do next.
I use Delphi XE2 pro, update 3 installed.

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
