frxDCtrl.dcu File Not Found

I have installed Delphi 2010 and Fast Reports 4.0 Basic. When I try to compile my project I get an error, "[DCC Fatal Error] frx12.dpk(138): F1026 File Not Found: 'frxDCtrl.dcu'". I have read another thread here and it suggested running "recompile.exe", however I am using Windows 7 home premium 64 bit and when I try to do this the recompile process fails. Fast Reports 4.0 is installed in C:\Program Files (x86).

    if you created your project using demo version ( full restricted version ) you have probably purchased
    and installed a lower level version which does not have the control available and therefore the error.

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
