Fast Reports and TChart Standard

Since updating Delphi XE to the most current Embarcadreo service pack over a month ago, I have not been able to use Fast Reports at all because a of a conflict with Tchart Standard
I have tried the Recompile Wizard many many times. But have not successfully been able to resolve the problem.
I get a message when lauching Delphi XE which reads...
followed by
I have tried looking for duplicated bpls and dcls with no instances found.
Perhaps a small clue to the problem is that the recompile wizard looks for the TEE915 package but the name of my package is "TEE9150".
However even tweeking the the FR dpk's to reflect this does not fix the problem.
I would be most greatful for a fix to this problem

followed by
Can't Load Package
\Develop\3rdParty\FastReports\D2011\LibD15\dclfrxtee15.bpl
The specified procedure could not be found.
Do you want to attempt to load this package the next
time a project is loaded?
