How to diasplay the row by using data filter ?

Hello,

I want to display the row which have the OrgLevel==0 in the Databand named "data1".
i use the data filter for the dataBand "data1" it will not display the "Unassigned" workplace summary details.

I can't able to find out where i was wrong.

Please let me know.

Refer the Screen Actual(Screen1) and Need(screen2).

I want the result as screen "Need".
