No content shown in FRUser.chm

I've downloaded the FRUser.chm. Upon opening I can see the index, but no content is displayed. Is this a result of a wrong helpcompilation or something else?

    it's a windows thing unblock the file
    rightclick on the file in explorer select properties and unblock.
