IsapiRewrite4.dll is not uploaded on second Web-site

Hello!

I use the package IIRF to rewrite URLs and have the following problem:
If the ISAPI-filter IsapiRewrite4.dll is uploaded on single web-site, everithing is ok.
But the filter is not uploaded on second web-site. As filter's status a red down-arrow is displayed.

The operation system is Windows 2003, IIS 6.0
