Problem with "Print on new page"

I have a report with
1) GroupHeader1 (with PrintOnEveryPage=true and PrintOnNewPage=true)
2) GroupHeader2 (with PrintOnEveryPage=false and PrintOnNewPage=true)
3) MasterData
4) GroupFooter2
5) GroupFooter1
The problem is that when i preview it i get some "almost" empty pages. By "almost" i mean that i get pages with only the GroupHeader1 band printed and the rest of it empty.
These "almost" empty pages appear when i have group-breaks simultaneously for both groups, that is when break conditions from both groups are satisfied.
I figured that the problem comes from the PrintOnNewPage=true flag of Groupheader2 band, because when I set it to false my report is flawless.
Have you every noticed anything like that?
