Designer not Modal in MDI Application

Please ignore if fixed in 3.11 I'm still using 3.10.
When calling designreport from an MDIChild form the designer does not show in true modal mode, only the child form is disabled. The main MDI application and other child forms can still be used normally and the designer form is lost behind the main window. If you minimise the designer, it dissapears and the MDI application can't close - you have to end task.
Also could the designer be changed so that the application will minimze and not just the designer.
