why start so late when use fr_design.pas unit?

i have a problem,
when i start a project (delphi 7) with a standard form(Tform, there is no more controls in the form), every thing is ok when i run the project.

then i add a fr_design.pas unit in the form's uses cause,
strange thing happend,
it takes serval minutes time to enter the fr_design.pas unit's initilization,
and show the form.

why ?
