Charts in FastReport are provided by Steema TeeChart. They have documetation and tutorials available. have a look at:
http://www.teechart.net/docs/TeeChartVCLReference.htm
The starting point is to open the Design "Wizard" for your Chart. Try pointing at the Chart and "right click" to get the menu.
If you want to do this in code, that is another issue...
