BackPicture.PropData header format

Dear all,
I have a fr3 file with this picture, I would like to know what is the significant of this header

This propdat present a JPG file but I would like to modify some aspects, please could you describe me the meaning of the header?

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph.
