Report allow edits

I have always let the default options on the print preview report screen to show.
When I got a message from a user who was dabbling using the options such as edit, I didn't realize what he was talking about.
I didn't know what to tell him, because no one else had done this. And, I wasn't sure myself what the results of his dabbling would be.
I couldn't advise him. And it could be a support nightmare.
I only wanted the user to print and realized I could limit the options in an upgrade. So I did.
Then, I got a message from a user who download the newer version and said he lost some of the options he was using.
When I asked, he said he used to change positions and colors. Then I realized by limiting the options, I took away this for him.
I guess my questions are 2 parts:
1) should I leave all the options? Is this a good thing?
2) I embed the reports in my application. Is it possible that a user can make changes to a report (using the options) and save that report and it will be used the next time that report is run?
I have always used the defaults for print preview and embedded the reports.
Your advice requested.
