group header over both columns of a two column report?

I have a twwo column report grouped by Group A and then by Group B, each has a group header with Group A header starting on a new page.
I'd like to have the group A header go over both columns.

At the moment it looks odd as the second column is printed higher than the first, like this

are any of the bands stretching what is moving us to the 2nd column? and any other settings of bands and footers
