Bug in TfrxDetailData on XP machines

If you put a memo component into any band and display text that includes chars 3, 4, 5 or 6 you should see the card symbols for hearts, diamonds, clubs or spades. This works OK for all the databands I use on Windows 7 or 8 but on Windows XP machines it works for the header, footer & summary components but not for TfrxDetailData. Instead of the symbols it shows a square. It seems like it is using UTF-8 instead of UTF-16. Is this a bug or can I change something to make it work?

I am using the fast report version that ships with Delphi XE3.

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
