'Class not found' when cutting and pasting

Using Delphi XE3, Windows 7 64-Bit (but compiling for 32 Bit) and FastReport 4.

I have recently installed Delphi XE3 and already had a full version of FR4, so downloaded the XE3 version and installed it.
All seems ok except when cutting and pasting FR4 components in the editor, I get the error: Class TfrxMemoView not found (or the name of whichever class I was pasting).

I guess there is a path somewhere in options that I have not set correctly.
My Library and Browsing paths both point to:
C:\Program Files (x86)\FastReports\FastReport 4\LibD17

Any suggestions as to how to fix this would be very welcome.

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
