Bug: Export to FR3, StretchMode wrong
Use FR2 to Save As FR3 and open with FR3 then every Memo object will have StretchMode=smMaxHeight.
This will cause report unreadable if you have header like this:

| Header Text2 |
+

The "Header text 1" will close "Header text 2" because the StretchMode is wrong in the Convert process.
Again, I don't know this is FR2 bug or FR3 bug. So, better FR team provide FR3 with import/read FR2, rather than provide this feature in FR 2.
