Problem with Group Header and multi-column data band

I am having trouble with a report with a multi-column data band and a group header. Some groups do not print correctly. I get the group header without any detail, and then on the next page I get another group header with a detail that runs into the page footer.

I have attached my .frx file as well as a pdf of the print result. the error I am describing can be seen on pages 4 and 5 of the pdf.

Any help will be greatly appreciated.

    try to play with 'keeptogether', 'keepdetail', 'canbreak' properties, see FRNetUserManual-en.pdf page 77

    I have tried every possible combination of those settings with no luck. The 1st page of a new group randomly come up with no data, and then the 2nd page of that group has the data running into the header. I cannot figure out why it only does this to some groups.

    I have spent many hours fighting this with no luck. Do you have any other suggestions?

Rich Text Editor. To edit a paragraph's style, hit tab to get to the paragraph menu. From there you will be able to pick one style. Nothing defaults to paragraph. An inline formatting menu will show up when you select text. Hit tab to get into that menu. Some elements, such as rich link embeds, images, loading indicators, and error messages may get inserted into the editor. You may navigate to these using the arrow keys inside of the editor and delete them with the delete or backspace key.
