Error i installing dclfrxDB package

I want to install dclfrxDB19 package, but an error is raised. The error message is "The program can't start because fqb190.bpl is missing from your computer. Try reinstalling the program to fix this problem.".
How to solve it?
My OS type is Windows 64-bit.
