How I do to Complete list?

Hi,
How I do to Complete list?

I have create a report for print a invoice that contain:
- a master band, for the head of invoice;
- detail band, that contain 6 rows, for the body of invoice;
- a footer band, for the foother of invoice.

There is space for 20 rows of detail on the report but I have a invoice with 6 rows.

When I print the report, there a space from last detail row (6) and the foother (20).
I wish to print a blank rows with its borders to complete all 20 rows to complete all space dedicated to the detail of the invoice.

There's a way to obtain this behaviour?
