C++ Builder XE won't let me add the FR 4.0 Package

When I try to add FR 4 on the Packages list in C++ Builder XE, I get an error. Here is the pasted text
from the resulting message window.

CiceroUIWndFrame: bds.exe - Unable To Locate Component

This application has failed to start because rtl140.bpl was not found. Re-installing the application may fix this problem.

Has anyone seen this before? I can install FR4 in C++ Builder XE, right?
This is the demo version.

I think you use installation package for C++ Builder 2010 (with d14 suffix) instead of XE (d15)
