Problem with the FR4 on-line help in BCB 6

We have followed the instructions to rename the help file to FRUsers.chm, and copied the file to the \CBuilder6\Bin folder and still can't get the online help to work - pressing F1 in the report designer opens the help screen, the contents are visible and the search function seems to work, but when we click on a help topic we are getting the message "Navigation to the web page was canceled" in the right hand pane of the help window. If we open the chm file directly outside of the report designer, we get the same result. How do we fix this???

    make sure that windows is not blocking the file.
    acess file properties through explorer and unblock
